Tagged ports tend to be on trunk ports carrying more than 1 vlan or/and between switches.
Untagged ports are generally used for ports that have end user devices on them such as pc's, printers etc.
Though this can change if you have VoIP phones running where you tend to tag the ports but this also depends on what the switch software is capable of doing in regards to voice vlans etc.
without know what software you are using its not easy to tell you how to tag/untag a port.
I suggest if you are new to switching then you should get some books to read and/or go on training courses.
