Table can't be added to replication job

When trying to add an article (table) to a replication job, the server hangs and locks the table down. The table only has 20 rows in it so it's not a size issue. I try and use the wizard and the server locks the table and won't finish. When using sp_addarticle in query analyzer, the query runs indefinitely unless it is stopped.

Any help would be appreciated

Does the replication have any subscribers currently?

No. The replication was dropped and deleted last week. I am trying to bring it back online. All subscriptions were also dropped
