I want to create a document (file) that has a table of data and charts of that data (using GD:: GRAPH --- GIF files) all on the same page(s).

What would be the best way to go about this?

HTML, I assume.

If you want a standalone file, HTML isn't the way to go, because you'd need both the HTML page and an external image generated by GD::Graph (Firefox supports Base64-encoded images so the image could be embedded directly into the page without an external file, but it only works for small images).

Search on CPAN for PDF modules, you could output your stuff to a PDF file.

Would I be able to create the PDF file 'on the fly' or would I create an HTML file and then conver to PDF?

You should be able to create the PDF on the fly.
