Tab key not working properly 2

I have a problem on my Win 98 PC, where the tab key will sometimes stop working. If you are entering data, instead of tabbing from one field to another, it will start tabbing between programs instead, as if the Alt key were also held down. It doesnt happen all the time, and is cured (temporarily) with a reboot, but it is annoying as it slows work down. I have reinstalled Windows, and changed the keyboard - no change. Any ideas?
 
I had a similar problem a few months ago. Unfortunately, I don't remember how I got rid of it.
I think that the problem disappeared when I played with a few keys (Windows, Alt, hold, shift-lock and tab) or it was due to a specific application left in a given state.
If I remember, I'll let you know.

Do an Alt-Tab (this is the toggle between Tabs two functions in Windows) and it should return to normal.
 
What causes this though? It is really annoying and I was wondering how it gets "locked down." Is it an error?
