T1 with SV9100 outbound calling issues

Hello, we recently installed a new SV9100 CP20 with an old DSS T1. Often during dialing a dial tone is thrown back at us, it confused the providers (customer) so they have to hang up and start over. I turned off E&M dial tone in 34-01 but now the call will just hang like not all of the digits are being passed and we get the "your call cannot be completed as dialed" error. Has anyone experienced this issue before or any ideas on how to fix?
