T1 tie question to a Cisco server for RAS

I have a T1 that is connected to a RAS server for people who still actually dial in for VPN. I can call the number internally and it works fine, but it fails if I call from the outside world. The NCOS is set to 0 on all of the TIE trunks into the RAS and the TGAR is set to 9 so it isn't the same as the route of our incomming service. I printed out the RAS route and trunk programming below. Let me know if you see anything that looks odd. Thanks!

It could be your NCOS setting on your inbound trunks. They may need to be set at a higher FRL.
 
If my NCOS is 0 on the T1 then it should matter what the NCOS is on the incomming trunks correct?
 
the ncos of the trunk has to be high enough to make the call.. when you dial in an try to tandem to another route.. your call permission is tied to the ncos of the inbound trunk

If the NCOS is 0 for the TIE lines so any NCOS of the incomming trunks should work.
 
Not necessarily, someone could have changed the FRL's in LD 87 and 0 could actually be the highest restriction.
