T1 PRI time slip

We have an Avaya IP office 406 with the latest version release. Everything has been working fine but a month ago people started complaining about modem and fax lines running through our PRI. Modems drop or faxes stop halfway through transmission and streak. I looked around and I think its a T1 time slipping problem. Clocking is set to network on the phone switch. I contacted AT&T and they say that they test the line to the smart jack and it is fine. If they test to my switch they say they see errors but its not their problem since there are no errors to the smart jack.

Anyone know how I can determine if the phone switch is slipping and if so what my options are as far as fixing it?

what kind of errors do you get ???

put a trace on with isdn layer 1,2 and 3 on
clear the rest in monitor
