T1 PRI DM10

Currently IP Office 500 running 8.1.69 and trying to convert from regular t1 to pri and running into issues with Windstream rejecting the call. Pri is setup for NI2, I have set up the "no user" source number to NI2_CALLED_PARTY_TYPE=UNKNOWN and we are having no luck, played with the NSI and nothing. When we changed from NI2 to DMS100 only 2 trunks came up and calls went out.
Windstream is recommending dropping back to release 7.1.xx

This is an issue with the 8.1.69 release, Avaya felt that the string was no longer needed. I know 8.1.56 can be utilized as well as the new 9.0.X
