t1 in red yellow alarm

one of my remote office's T1 circuits is in red yellow alarm
DTI TRK LOOP 8 - ENBL
FFMT/LCMT/YALMT: ESF/B8Z/FDL
TRACKING
SERVICE RESTORE: YES
YEL ALM PROCESS: YES
ALARM STATUS : RED YELLOW
CH 01 - DSBL DID VCE CH 02 - DSBL DID VCE
CH 03 - DSBL DID VCE CH 04 - DSBL DID VCE

all the channels are disabled. When I tried reenabling I got the below message:
DTI0031 x
Loop/card x is enabled but yellow alarm (remote alarm) exists.
carrier says their loopback test ran clean. There was a power outage at this office over the weekend. The adtran power light is green. Any ideas why this circuit is in red-yellow? I'm thinking it has something to do with the power outage but would appreciate your advice. Thank you.
 
update: the circuit is now in red (local) alarm. So is it safe to absolve T1 carrier from responsibility at this point? CSU still has green light. thank you.
 
you need to put a loop back on the ckt to see if you can make it stand up before that is a sure bet. Have you looked at lcnt in ld 60.. if there high do a rcnt. is this a pure t1 or a pri?..either way you need to disl/enll to see if it does anything. we know it can't come up to a red, but without a loop back, it may be your problem. ie card,csu, plug etc..

What internal troubleshooting have you tried already? Do you have another known good CSU? How about loop back tests? You can send a hard loop to your carrier and see if they see it. Will the carrier test past their Network Interface? Maybe they can try to loop your CSU?

Counters look good; i've disabled the loop and when I reenable it I know get either DTI31 (yellow remote alarm) or DTI30 (red local alarm). AT&T did a clean loop-back test but now they said they only tested to their equipment in basement and are now dispatching someone to check wiring from basement to suite. It seems when these things happen i spend hours calling AT&T then vendor, then AT&T then vendor...each of them points the finger at the other. No PRI, by the way.
 
THE YELLOW ALARM MEANS THAT YOUR RECEIVE PORTION IS GOOD, IT'S THE TRANSMIT PORTION THAT'S BAD. IT'S NOT GETTING TO THE FAR END OFFICE
