T1 going up and down

I have a T1 that keeps going up and down.
Under Diagnostics
Trunk Modules
D-channel
Layer 2 it keeps going to VTERM (Inactive) and the T1 doesn't work. If I change
Media Bay Modules
BUS6
Modules on bus
T1 Parameters
CSU Line Build From 0 Db to 7.5 Db

The T1 starts working but it drops the call after a few sec's to a min or so. The Vterm say's active. Is this My equipment or is it the Telco equipment causing the problem or is it a Level problem??

With them CSU Line Build set at 7.5 Db it seems to be working OK, this is the first time I have had to change any BCM from 0 Db to 7.5 Db.
