Yes, but do do so requires 3rd party apps or some heavy-duty registry hacking.
Why not add it to your quick launch tray on the taskbar instead? That way it will only run when you want it to. You can also define hotkeys to start it up such as:
ctrl+shift+c
Just go to start/programs/accessories/calculator, and right-click on the calculator icon. Go to Properties, and in the shortcut key field, press the keys you want to use as the shortcuts.
That really is a better way than downloading shareware or hacking the registry with a ton of code.

If you happen to use Corel, the desktop administrator utility functions as a system tray add on. It's quite practrical for adding programs to the tray.
