System Time issue on IP500V2 11.0..4 SP1

I have a SE 11.0.4 SP1 with an 17 SCN. I just added 18th IP500v2 site 2 weeks ago and am having issue with Time on the phones and phones rebooting.

The Main server is set to NTP to US.pool.ntp.org. All remote IP500 time sources set to Voicemail/manager with IP address of the main server.

All 17 are working fine except this latest one. The time on System status appears correct and it says it is taking to the time source. However, the time on phones and System Monitor is wrong. I have tried different NTP source as well as setting time manually from phone on site.
Each time I make the change to source the time updates correctly but after a minute it just drifts again. Has anyone else seen this? Port 37 isn't being blocked so I am kinda stumped.
Could it be the IP500v2 itself or the SD card?

Any time we've had problems with time drifting significantly on an IPO we had to replace the 500V2 chassis and that solved it. Fortunately if you have a brand new 500V2, never been used, swapping them is really easy.
