This happens to me ALL the time. Just reinstall java and it usually works. If you still get a funky error then it's because the shortcut is corrupted - you can just manually navigate to the .jar by going into C:\Program Files (x86)\Avaya\IP Office\System Status and ssaviewer is the one you want.
java started installing binaries in program files/java instead of windows/system32.
Change the shortcut to point to the correct folder or copy javaw.dll to windows/system32
