Hi John,
Nortel self offers TM3.2 to configure the System via PC.
And there is a company in Switzerland that sells applications that do the same and even a little more (auto DSC programming within a CDP network).
The product is called ATIRAS, SIGMA or SIGMA+ another product is Thomas and it is distributed by the same company.
