System Reboots in BIOS

Hey I hope someone can guide me in the right direction.

I have purchased an ASUS P4P800-E Deluxe motherboard and a Celeron Processor 2.4 GHz and a 64 MB Nvidia video Card. Problem is that it reboots within 10 seconds to 5 minutes. I could be in the BIOS I could be in the process of installing Linux it doesn't matter it reboots.
I have done the usual trying to figure out the problem I have swapped RAM, HDD, Video card, CDROM. I still have the problem and all that the problem can be is the CPU and/or Motherboard. How can I test these since I don't have spares.

Any Ideas? Any Solution?

Your help would greatly be appreciated.

BTW I Forgot to mention. I am not overclocking it. I am running the system at the default settings.
 
Power Supply problem also causes reboot so is the mobo. I have IBM netvista PC that keeps rebooting when I check the mobo physically some of the capacitor are bloated so I call IBM and they replace the mobo for me. Solve the problem.

I have a compaq server that keeps rebooting every 5 to 10 min, I replaced everything still the same problem. So what else that need to replace, the PSU. Then voila solve the problem.
 
Hola, make sure that the PSU connector is seated properly on the mobo, check seating of GFX card and RAM, aswell as the HS fan on the CPU... then check BIOS setting for the temperature and settings (some mobo's have a setting where the PC reboots or cuts out when a certain temperature is reached)...

... but like others pointed out... it is mostlikely a faulty PSU, should be replaced with a known working unit for testing...
