That file is the the blebla worm virus. You don't replace it. See the removal instructions here if you haven't already:
Are you getting an error saying that file is missing? Look in msconfig and see if it's listed under the startup tab. If so uncheck it and click ok and restart. (Click start--run--type msconfig and click ok--startup tab)

I had this virus.
If you can't start an .exe chang the extension with .com and u can execute the program.
