[Sybase] [odbc Driver] Unable to connect to database server Error

I work in IT at a medical facility that has Coding software installed on a server and several workstations that connect both via LAN and WAN. We have two remote clinics that connect to this server via the WAN. One of the clinics started displaying the error indicated in the subject. Client application uses Sybase 5.5.05 to connect to server database. I have contacted technical support for the software and their tech was unable to isolate a problem with the server or the workstation. They tell me it is our network. I have performed an ODBC Administrator Trace from a workstation that will not establish connection and from one that will, however I am unable to interpret the results.

Can anyone sugest any tools I could use to identify why one of our Outpatient Clinics can no longer connect to this database? The complete error is:
"[Sybase][ODBC Driver] Unable to connect to database server; Unable to start database engine."

Dear friend the only solution is that there's a problem with the network.

Can you tell me what is the engine paramaters that you are using to run the database on the server?

what network protocols are you using, netbeu, tcpip and if you have enough licenses to run as many clients as you want?
