SX2k to 3300 call failure

I've been banging my head against this one for some time, any help would be great:
A call comes in from a remote sx2k over a sip portal to my main mxeIII. It is ARS routed to a CXII, which should route on no answer back to the NuPoint connected to the MXe (they are clustered, fully functional xnet).

That last step fails: the call rings at the phone connected to the CXII, but ignores the CFNA back to the Nupoint. External and calls from within the cluster forward to VM just fine...

Any Clues? Suggestions for troubleshooting? Interconnect and cor restrictions look fine to me.

The CX controller is returning the following error message when the call tries to access the VM route:

Can anyone decipher that for me?
 
If you call from set on 2k to set on the MXe that is call rerouted to voicemail does call reroute ok?
Are you using any routing other than ARS for the call?
If so, what is system option number of forward hops set to?

 
question 1: check, yes that works great
question 2: yes, the first route goes to a ring group on the CX, which overflows to a digits dialed ARS route back to VM. Works great from any phone within the cluster or from external.
question 3: forward hops are set to 26, as you can see from the css trace: *19*Y# means call forward hops left=25, right?
