SX200ICP Unable to break dialtone

I have a SX200ICP 3.1, with one quad DSP module. On my analog phones I sometimes get complaints about unable to break dial tone from an analog phone. Through testing have determined that it is traffic sensitive and seems to only occur if 2 phones come off hook at exactly the same time and try to dial. have watched each receiver and the same ones never fail twice. It fails on any and all of them when it does. Failure rate is about one failure in 30 trys. Could this be a bad DSP module or do I have something programmed wrong in form 4 or another form that would allocate receivers to something else. It does get worse during peak traffic periods and seems to have appeared after adding a PRI.
 
I would suspect a bad DSP.

It is possible to busy out DSP's to isolate the issue.

The secret to success is knowing who to blame for your failures.
 
form 4 option 59 is set to default, unknown
 
I changed the DSP and the problem is back. It seems to appear exactly 2 weeks after any kind of a reset. It will work fine for 2 weeks and then start failing again. Any other sugestions? I have busied out receivers and the problem just moves to other receivers.
 
are there any logs?
just a shot in the dark, but do all your cos have option 702 overwrite buffer enabled?
 
What type 3300

the dsp at the rear left is the one for tone and conf. If it is totally bad you will get no dialtone.
