SX-50: How to set up Allow1, Allow2, Allow3, Deny?

We have an SX-50 and need to set it up to use the following:

Allow1: Internal & 911 Emergency
Allow2: Local Only
Allow3: Local & Long-Distance
Deny: 911 Only

OR

Allow1: Local Only
Allow2: Local & Long-Distance
Allow3: All Calls (Int'l, 900, etc)
Deny: 911 Only, OR 911 & Internal

What kind of programming is involved with getting it set up to work this way? We are trying to limit people who pay cash from running up high phone bills. Our current setup doesn't change for the different Allow settings, so the only way we have of cutting off a line is to set it to Deny. The problem with this, however, is that that prevents them from calling 911 Emergency directly (they have to dial 0 instead). Any help on this would be appreciated. Thanks!
