SX-2000 DS1 connection with Nortel

I have a LW33r3 2K with T-1 only option to tie with Nortel, Mitel busies out with all assigned channels of Nortel, Mitel idle on all channels not assigned in Nortel. Nortel circuit descriptor is T-1, E&M4, digital. Mitel is Digital E&M, dtmf, return dialtone, wink start. Per Nortel tech, this is only tie line he can do, any suggestions?
 
Use PRI with CBC (Call-by-call) type 8.
Note with PRI that busy-outs are not seen at the far end, only local, hence if the T1 crashes you'll need to engage the folks at the Nortel end to manually reset. Royal PITA.
 
The problem I'm faced with here is they (the Nortel) were connected to an Avaya IP Office with this "E&M-4 Digital T-1" and in it worked, they aren't going to spend anymore money to coinnect to us (the Mitel), and all we have is a spare DS1 Formatter II card (MC270AA)and my customer doesn't want to pay for Q-Sig to allow this company to dial through them to the corporate network, they will allow connection but expect the other customer to pay for upgrades. Hence the need to make it work with T-1 only.
 
The MC270AA is a T1/PRI formatter card. (Universal T1 actually). No, don't waste any money on Qsig because Nortel's Qsig deviates from the standard interpretation and hence won't work with the Mitel. This is "by design" and IMO the fault of Nortel. Last I heard Nortel gets around $25k for their Qsig feature.

So configure it as E&M in the link descriptor. Either wink start or immediate start, will need to find out which. Also find out whether other end gives and/or expects dial tone on an incoming seize. E&M is pretty simple to configure.

You will not see nor pass callerID info over E&M trunks.

 
Thank you for the update, we actually got the circuits to go idle on both ends last night, I got the name of my card right but posted the PRI card's part number, I have a MC270CA which won't do PRI. The Nortel tech works for Embarq, LEC formally known as Sprint, typical LEC tech, he only knows the system not T-1, those are always “handed to him working” as he put it, he's focused on the Adtran(s) for 2 days thinking that the timing was the issue, I explained I'll deal with the timing pops and crackles if we can get the circuit up, long story short, I was told the circuit was handed to me with a crossover jack and it wasn't until I switched my card to LT that we idled up, now I don’t get seize acknowledgement when we try to call, I time out after 18 second, if I directly access the trunk and dial, I get "Busy" in the display and the option to camp on but can't invoke. So now I've provided him with my digital E&M parameters so his TAC can try to figure out why they don't give seize acknowledgment and hopefully tell me what I can change to make their system work with ours. I suspect at this point it’s either a return dial tone issue or the wink timer, I enabled return dial tone on incoming seize without change, E-docs don’t even state the Mitel needs dial tone on outgoing and I don’t know if he can even provided it.
