SX-200 New local Dialing Rules (no "1")

Normally when we call LD we dial 9 + 1-860-555-5555 . Now we are required to dial the area code (but no 1) to make local calls:
For example: 9 + 860-555-5555 .

Problem is the system cuts off the l last digit of the number and tries to dial. Which form do I need to edit to fix this?
