SX 200 ICP AX Hospitality, PRI T1 is down, and wont keep the clock sync up

SX 200 ICP AX Hospitality, PRI T1 is down, and wont keep the clock sync up. It is on 7.1.14 and the T1 had been working for about a month before going down. The carrier has been out, replaced the smart jack and they continue to say its a PBX issue.

T1 Setup: T1 DS1, NI2, ESF, B8ZS, with qsig enbled, and LT termination mode. Clocking is set to 6-2-00 and the T1 card is in slot 6.

Any help would be much appreciated.
