To make matters worse, Dell uses at least three different plug configurations for the laptop connection.
The HP almost certainly will NOT work, and you even need to be careful when buying a replacement from anyone other than Dell. If you buy direct from Dell they should be able to get the correct one using the service key.
Depends on which cord you want to replace, the one from the wall outlet to the "PS-brick" or from the brick to the machine. For the former you can assume that if it fits mechanically it will be electrically ok, for the latter you have additionally to check that there is the right voltage on the right pin. Load capability (amperage) should be no problem.
If you with power cord mean the whole combination of cords and PS I would be very carefull, the assumbtion being that it probably wouldn't work and on top of that carry a high risk of damage to the computer.
