switching IP to different port with different MAC

I am new to Cisco switches, so please bare with me. I am transitioning an old server to a new one. When I bring the old one down I need to bring the new one up with the old one's IP immediately. In the lab on a Cisco Cat 2900, I have tried clearing the mac-address table and the arp, but still when I try and do the "seamless" switch-over, the new address is not responsive...what am I missing?
 
If you have a client, a server, and a switch, and you replace the server, you will need to clear the arp entry on the client when the server is replaced.

On a Windows PC
arp -d <server IP>
 
I would think that portfast would be nescessary on the ports also.
