This is not a resolution to the ITMU problem. That is in Microsoft's hands.
After implementing WSUS, we had a good handful of users saying svchost is spiking their CPU for 30 minutes or more. After further investigation, we found that they all had WINDOWS DEFENDER installed. After removing Windows Defender, the problem went away. I am sending out a script to remove it using SMS.
