SV9100 Toll Restriction Class work on MLT, not all on SLT

I've had to change restrictions around on some phones. Now all SLT phones don't have full restrictions as required and configured. When I change an MLT phone to the same class, it has full restrictions.

Restrictions can be added or subtracted on MLTs by changing class, works right.

SLTs have some restrictions, yet act like a different class than assigned, despite all possible modes set to the restricted class.

Restarted, no change.

Nope, they have to dial 9.

SLTs all set to Class 3, MLTs class 2
Restrict Table 1 had a bunch of options, so I added them and then 1 and 0 to table 2, assigned to Class 3.

What is your permit table set for?

The class, assigned to an MLT restricts calls. Assigned to an SLT does not restrict the same calls.
21-06-06 is empty.
