Small system, 16 digital phones. All phones say initializing. A reboot did nothing. What do you recommend?

Assuming you powered off and back on. I would suggest swapping DLCA card. Also see if you can log into the system.
 
I'm going back tomorrow. I am not sure how I will determine IP address. New customer to me. I don't want to default and reprogram.

You need to get an NEC tech, company on call or get certified if you plan on servicing them.
 
Back on site today, 16 cct digital card, 8 cct digital card and 4 cct analog card all solid red lights. I took out 8 cct card and analog station card and 16 port came to life.

All account passwords changed so I have no access but they are back in service.

I have 1100 and 2100 experience. I realize these are different so maybe I buy a system to learn from. I am happy to pay for support when needed.
 
I have a couple of ideas on what to look for. Years ago on a NEAX 2000 system I used to work on...

They got a lightning strike. The surge blew up one of their analog cards. That card when it was in the system would draw a power load on the system that would not allow any of the phones to boot. I pulled each card out of the system until the one that was causing the issue was removed. As soon as it was out of the system the digital phones started coming back online. Pull the digital cards and analogs and see if the problem goes away.

Now if the phones come back online it might be a power supply issue and not a card issue. pull another card and then plug back in the card that restored the phones when unplugged. See if they go off line. If they do you the card is bad. If they don't the power supply might be weak.

I have never seen this on the 8100 / 9100 but it is worth looking at.
 
Remove the 16 circuit card and seat the 8 circuit and see if those phones come up. Remove the 8 and seat the analog card. If all the cards work individually, it could also be a licensing issue. If it is a 9100S, it comes with 48 ports enabled so you should be ok, depending how many trunks there are and if there is UM8000 or InMail. If it is a 9100E, it has zero licenses out of the box. Only way to know is to power down, pull the CPU and see what kind of SD card it has - A=9100S, B=9100E.
