Yes you can, got to CMD 13-04 and enter the number you want to block. You can name it anything, then internal dial for the transfer type. Point it to a non working extension and when they call it will send a CO intercept "The number you reached has been disconnected, or is no longer in service. Please check the number and dial again" or they will receive busy tone.
