All I have to do is change from 7 digit to 10 digit dialing for local calls. Changed AMND from 8 to 11, but when client calls out we get a rest and his extension.
I have checked LCR from start to finish and have not seen anything to block the call.
Are you using any L or N commands? Fusion?
You might try AMNDL for 10 digits.
Is ANPD 9 set for route 63? We usually use route 31 for LCR.
Next question, OPR 1 - what route is specified for first choice, and is that carrier set for 10 digits? What kind of trunking is it, PRI? Potts? SIP? CCIS?
You can try performing a direct trunk selection on a trunk in that route, then dial 7 & or 10 digit number to test.
I'm still thinking about it.
