From running command F88>001 (see attached) I'm confused with the difference between VoIP Channels and IP Ports. I have a few more IP Ports but I'm assuming those aren't the ones I need to program new DT700 series phones that were purchased.

VoIP Channels are the number of PAD channels.
IP Ports are the number of IP phones are currently registered and what you are licensed for.

F88>010:VoIP Channels :0128/0128 This means you are licensed for 128 PAD channels AND you have 128 already programmed.
F88>012:IP Ports :0192/0200 This means you have 192 IP Phones currently connected and logged on, leaving you 8 left since you are licensed for 200.
 
Each IP phone also uses a port. 0400/0416, you have 16 ports unused.
 
So since I have the 16 Ports and the 8 IP Ports, I should be okay for programming 4 DT700 Phones without licensing issues?

Correct.

You will see F88>001 go from 0400/0416 to 0404/0416 and F88>014 will go from 0192/0200 to 0196/0200
