SV8300 Busy tone for Operator

Good day to you all,

I am seeking your assistance regarding a the busy tone we are getting on the operator extension.

Just an overview of how the system is setup.
The operator type is a DT300 24 key
We created 9 as the operator dialed code
Created 4 virtual extensions and put them in a UCD group
Made 9 busy, in CMD E5Y-0
Programmed the virtual extensions onto function keys

The problem we have now is there are instances whereby when the operator code is dialed, you get busy tone.
Is there a way of configuring call waiting on the operator or could there be a way to rectify this?

Why use a UCD group? Are the virtuals on different phones or the same phone? A UCD group should not return busy tone.

Make sure command 08-212 is a 1 and 08-227 is a 0.
