Suppressing Page Footer

I have two Page Footers A and B. B always shows and contains just a page number. A is a note that I want only to appear during certain instances. When I conditionally suppress it the area that I alloted, still appears, just with nothing in it. I do not want this space there because it adds a blank area to the bottom of every page regardless of whether the condition is met. Is there anyway around this?

Are you conditionally supressing the actual section ( using the Section options) or just the content ( the note)?

The section. It's strange, if I make a section and suppress it the space is not there, however if I conditionally suppress it, the data is not there, but the formatted space is.
 
The space is reserved for when it is populated. This is ONLY true for page footer sections. There's no real way around it.
