I have hit a small (yet critical) formatting snag, however am not sure I am heading down the right trail by using 2 groups. if i should try another approach, please let me know.
My report has 2 groups:
Group #1 displays a single project item (1 line).
Group #2 displays a list of budget ammounts available to that project for the next few years. (0, 1 or more lines)
the report output looks like this:
Page Header: Proj Mgr. Proj Nbr. Budget Code

Group #1 Header: John 001111 99999
Group #2 Header: Year Calendar Year Budget
Detail: 2 2006 $500,000
Group #2 Header: Year Calendar Year Budget

Group #2 Header: Year Calendar Year Budget

4 2008 $400,000

And I would like it to look like this ->

I have figured out how to suppress the Group #2 Headers, using :
Go to the section expert->detail->suppress->x+2 and enter:
{table.field} = previous({table.field})
However this unfortunately wipes out ALL of the Group #2 headers, and I still need the 1st occurance.
I have also tried variations on the formula, with "previous" and I've managed to turn off the 1st one, and leave on all the others, but this is opposite of what I need.
I have also almost had success with using "OnFirstRecord", but that only works for the 1st project.
