Suppress Group Based on Running Total

Using CR 9 direct connection to Oracle db.

Is there a way to suppress a group based on the sum of 2 running totals from another group? Or can I suppress a group based on whether another group is suppressed?

GF3 Payroll Code
RT sum of Pay on change of field Payroll Code Reset on Group Payroll Code
GF2 Budget Code
a - RT sum of Pay on change of Payroll Code Reset on Group Budget Code
b - RT sum of GLAmt on change of transaction Reset on Group Payroll Code

I can suppress GF2 with a conditional formula where RTa + RTb = 0, but I also want to suppress GF3 if that formula is true. How can I do it?
 
I don't follow what you're trying to do. A running total at G2 level won't be complete until the end of G2. It could also be used to suppress the last G3 footer.

A summary total will be calculated before the group is printed, and can be used to suppress group printing. Does this help?

The report is based off of 2 tables: Payroll left outer joined to GL table. When I added the GL table, the Payroll amount sum duplicated for every transaction so I had to use a RT. For the GLAmt, I couldn't do a record selection from fields in the GL table so I used a RT based on a formula that limited the amount to what I would normally select on. Which is why the detail information is actually in GF3.

I haven't been able to come up with a summary that wouldn't duplicate (or some other multiplicate). Here's a sample of how it looks when I unsuppress the data. The GLAmt value is a formula that prints 0 if it doesn't meet criteria. Is there some kind of summary formula that I can use that will let me suppress all 3 groups if the GLAmt RT + Payroll RT = 0?
