Superscope reappearing, issue wtih Microsoft DHCP server

I have strange problem with my DHCP server. We have set up superscopes in our DHCP server. The superscope had scopes both from our data VLAn and Voice VLan.
The ip adress used in the scopes are Class A addresses and 23 bit subnet mask.
The problem is when I remove superscopes from the DHCP server they reappear when the DHCP service is restarted on the server or when server is restarted.
This happens on our both DHCP server when the DHCP service is restarted on any one of those.
The DHCP server is running Windows 2003 server.

Kindly help as I cant understand the reason for this.
 
I'm having the exact same problem. I installed DHCP on a testserver, created two scopes and placed them in a superscope. I then removed them from the superscope but when I restart the DHCP service, the superscope reappears!! Very strange indeed...

I think I've found a workaround for this. If I select my scopes individually and select 'remove from superscope', the superscope reappears when I restart the DHCP service but if I select the superscope itself and delete it, the superscopes stays deleted.
