Super Loop power fail

Here is what's happening. With the last few storms we have gotten, we lose power for short periods of time (anywhere from 10 secs to 5 min). Our backup batteries kick in but, I have one super loop that just loses power. It's as if you actually turned the power off to the shelf. No lights, nada. Although the loop is seen as being "enabled". To get it going again, I have to turn power off/on on the Pe power supply to that shelf. Any ideas as to what my problem is?
 
My thoughts are the PE power suplly itself. I just wanted to see what some of you thought
 
is this a remote shelf or anything?? Try the power supply but also verify your grounds!!
