There is in MS Access SQL function SUBSTR?

SELECT SUBSTR(381, 2, 10) AS G_381, G382, COUNT(G382) AS CNT
FROM TBL
WHERE G382 IS NOT NULL AND G381 IS NOT NULL AND LENGTH(G381) >= 10
GROUP BY SUBSTR(G381, 2, 10), G382
