I've got a subreport in my report header that will only display the first entry of the subreport.

My report works like this:
The report header is to have a monthly summary of my department's billing. At the end of the header I forced a new page and every page after shows the invoice for each client. All of these are pulled from an 'End Date Range' The subreport (connected by Project ID) displays fine by itself but when put in the report header only displays the first entry. The subreport is simply a query of every ProjectID, ProjectName, ClientID, ClientName, Total Charges of project, and all client credits.
My subreport is set 'yes' for 'Can Grow.'
Any other clues?
