submitting a JCL using transaction id "IRDR" 2

Hi guys
i want to make use of the transaction id IRDR to submit the jcl. what i did was wrote the jcl statements to TSQ and then start the IRDR tranid. But i don't see IRDR is doing the job for me...
please help
