How i can configure a router (IOS 12.1 - Router Series 7200) to send snmp traps (linkdown / linkup) from subinterface (ex: 4/0.16) to ciscoworks2000 (DFM)?

Try this on the main interface..
logging event link-status
logging event subif-link-status

This is assuming that you point logging to you CW2000 server.
