Subform won't scroll horizontally

I have a form that is 22 inches wide and I want to put a subform on it that will be nearly as wide. But when I do it the subform doesn't have any horizontal scroll bars. The scroll bars property is set to Both. Any idea why there are no scroll bars? I have done this successfully in other databases, so I'm puzzled.
 
If the form is X wide, and the sub-form is almost X wide, then the form is wide enough to accommodate the sub-form with no scrolling. Could you make the main form 4 inches wide?

After I posted I actually copied a form/subform from another database and began the process of changing all the names and I was getting it to work they way. But apparently the difference is the main form has to be narrower than the subform, which I didn't even know it would allow you to do. Thanks.
