subform changes size between design and form view

Hi,
I'm using Access 2000.
I have a form with a subform in the detail section, The subform contains a web browser control.
When I open the main form in design view the subform is 28cm wide, when I open it in form view its only 75% of the size it was in design view. Any explanation or ideas how I can get the subform to keep its design size.
