strokes on text prints huge if not outlined

I design posters 22x28, 24x24 and billboards. Sometimes, when printing these to an 8.5x11(for department proof) if I don't create outlines, the stroke is HUGE. Anyone have any ideas? Using CS2.
 
makes me think of a time back when I was using Corel and it changed 'Mt. VanHovenburg' to 'Meeting VanHovenburg' automagically, and no-one caught it before a few cases of hoodies were already printed.

That's what you get without careful proofing, but the boss was climbing the back of my chair waiting for the seps to take to production.
Wasn't entirely my fault, but I hate ANY screwup related to my artwork/designs.
I did manage to catch the wrong 'your' on a big print job. Was sent to us by an ad agaency, and it said across the middle in large type "you're underdeck specialists" instead of "your...". And this was from an ad agency!

...a classic!!!

...another classic is overprint white, fortunately it was my boss who handled that job, real rush one, Pretty Damn Frenetic!!! (PDF for short!!!), white eps in quark, full out intricate pattern across entire job...

...sent a PDF proof on email, print same day, looked fine in acrobat, and also in the clients version of acrobat, both didnit have overprint preview turned on...

...press match proof was obviously wrong too, but client didn't see that...

...if it was my job, you know it would have been my fault for sure, but as it was the bosses, well you know, defiantly designers fault...

...i won't go into how much that cost the company...

One of my "favorite" gliches happened in an ad for Crime Stoppers Inc. a new person had set the file up using RGB red for the word stoppers instead of the press CMYK and the press did recognize it so it came out as
"Killeen Crime Inc."
Needless to say the orgization was not pleased, but all I could do was laugh! This was for a newspaper and 25,000 papers had gone out the night before, the management set up a QC schedule after that
 
...mind you, most things in my place are a "capital crime!!"...

...my boss went through 7 print minders last year, in 6 months...

...we're only a team of 14 total...
