Strange Shutdown

Nothin Major, just curious. I have dual boot. While shutdown Win98. XP came up after for shutdown also. Both OS systems are on drive one and both are Fat32. Why would XP come up ?, I wasnt using XP at the time. Since Im on the subject. Which is better Fat32 or NTSF. I tried both and see no difference in proformance.
 
Drive One does have two seperate partitions. one partition for each OS
 
The boot manger has a default OS it will boot into if you don't choose one, right? So, is XP the default? How long is the wait before it goes on its own.

On the C: drive there is a file named boot.ini and you'll need to edit it to change the boot sequence to the other OS.

FAT32 can be seen and accessed by both Win98 and 2000 (and XP) while NTFS is not accessable with Win98.
