Storage Quotas

Has anyone encountered issues with storage quotas on Exchange 2007? We have quotas set up for prohibit send and prohibit send and receive, both on the database and with individual user mailbox.
When a mailbox reaches the limit they get the warnings, but they are never prohibited from sending or receiving, so they just blow by the limit.
Anyone have any ideas?

Have found that this does actually kick in (takes about 2 hours).
Found a post for how to change that on Exchange 2003, but that doesn't work on Exchange 2007 (is a registry hack).
Anyone know how to change the Reread Quota Interval on Exchange 2007?
