Do you mean tips when you hover your mouse over any given icon? Or do you mean online and browsing?

Agnitum Outpost firewall, found at

and search for "agnitum" is a decent firewall that also can block any adsize bigger than what you specify: for example, any advert bigger than 100x100 pixels.

Try downloading the freeware "popup stopper" if you're already using the integrated XP firewall

...if you're referring to the mouse-over "tips", then I can't help you, sorry

If you want to go all out, you can download the free web browser Mozilla. It has a very good pop-up blocker. But you probably don't want to go that route. Just a suggestion anyway.
