Stopping a phone from making all calls 1

I've got a hotel that wants a lobby phone that can't call anything. They want to be able to transfer a call to it but that's it. Is this possible? Thanks in advance.
 
What I usually do in this situation is make the phone a hotline phone so that when they go off hook, it rings the attendant.

CLS=MNL
FTR= Hot D 1 0

Calls can be transferred to this phone but anytime they pickup when idle, it will ring operator.
 
you can do this by translation tables.
in LD 18 Create a new scl table for ex. lsno lsno 5 and store * for all the digits. like
1 *
2 *
3 * .....

assign the XLST of the extn. as 5
What actually happens in this scenario is when the extn dials any digits the system translates it as * and hence the extn can dial nothing.
Hope this is a better solution.
