Still image In Premier pro

How do I pan across or zoom in on a still image in Premier pro, so it looks like it is moving?

 
Start with an image that is rather larger than the video frame size, place it on any track, open the Effects Control window and use the Motion controls to zoom, pan etc.

I put it it the timeline and opened up effect controls, but it only changed the position, scale and rotation of the Still image. How would I get the actual motion of the clip so it looks like video?

You can either keyframe and adjust the position parameter, or drag the image in the Program monitor window.

If you want to change the rotation centre, adjust the Anchor Point.
