Static on menu greetng

Users complain that menu greeting is either very loud or
quiet. Also there is static when greeting is played.

This occurs when they dial Toll free numbers.

How do we troubleshoot or resolve the issue?

Whats the first thing to check?

Check to make sure that you have echo cancellation turned on for your T1's, and be certain to have a synch timing source designated.

Echo cancellation can help with volume issues, and a synchronization source can help with static issues.

So we first identify the T1 for those Toll free numbers and then turn on echo canclelation, Am i correct?

also how do we synch timing source designated?
 
Do a "change sync port-network 1"

Also i see sync is set to stratum 4.
